A Headmaster is essentially the high-teacher of the Mages in a given area. So, in the case of politics they are just teachers. They can administer rules, but they are seen as mainly guidelines. Mages essentially do not have any given rules, however there are limits to their power which they try to not go over.
So, in closing, headmasters are seen with reverence and respect. They have probably taught every mage they have met whatever they know. However, they are not masters of every tower, they just know how to use it.
